Careful reading of the chart title clarified that it was about children whose parents/guardians responded. Among all aspects rated, cultural activities was clearly the least satisfactory, with far lower positive ratings and much higher negative ratings compared to the others.
The blanks are dependent: Blank 1 defines the target group and who provided responses, setting the context required to correctly answer Blank 2's focus on which aspect was rated least satisfactory. Misidentifying the group in Blank 1 could lead to a misinterpretation of the chart and an incorrect answer for Blank 2.
